Enhancements to Singapore’s Work Pass Framework Part 4: Introduction of a 5-year Employment Pass (“EP”) Option for Eligible Candidates 新加坡工作准证框架之改进措施(系列四):针对符合条件的申请者推出为期5年的就业准证(”EP”)选项
On 29 August 2022, the Ministry of Manpower (“MOM”), together with the Ministry of Trade and Industry and the Ministry of Communications and Information, announced four enhancements to Singapore’s work pass framework to better attract top talent and experienced tech professionals in areas of skill shortages.
新加坡人力部 (“MOM”) 、新加坡贸易和工业部与新加坡通信和信息部在2022 年 8 月 29 日联合宣布了对新加坡现有工作准证框架的四项改进措施,旨在更好地吸引在技能短缺的领域的顶尖人才和经验丰富的技术专业人士前来新加坡工作、定居。
The four enhancements include:

- the introduction of the Overseas Network & Expertise Pass (“ONE Pass”);

Introduction of a 5-year EP Option for Eligible Candidates

From 1 September 2023, with the roll-out of COMPASS, MOM will introduce a 5-year EP option for eligible candidates.
自2023年9月1日起,随着补充性评估框架(COMPASS)的推出,新加坡人力部将针对符合条件的申请者推出为期5年的EP选项。
COMPASS 补充性评估框架
From 1 September 2023, EP candidates must pass a two-stage eligibility framework: (a) meet the qualifying salary; and (b) pass a points-based COMPASS.
从2023年9月1日起,EP申请者必须通过两阶段资格评估框架:(a)薪酬评估达标;以及(b)通过补充性评估框架(COMPASS)的积分评估。
COMPASS evaluates EP applications based on a holistic set of individual and firm-related attributes. There are four foundational criteria under COMPASS – the individual’s salary and qualifications, and two firm-related attributes of diversity and support for local employment.
补充性评估框架(COMPASS)针对个人申请者及其雇主展开整体性评估。COMPASS框架包括了四项基本评估标准,即两项涉及个人申请者的薪水与资历的标准,以及两项涉及雇主多元化与当地就业的支持的标准。
COMPASS also includes two bonus criteria, including: (a) a skills bonus for applications for jobs where there is a skills shortage; and (b) a strategic economic priorities bonus where the firm meets the specific assessment criteria on innovation or internationalisation activities.
补充性评估框架(COMPASS)也包括了两项额外的特别加分标准,具体包括了:(a) 技能短缺的工种的额外加分项;以及 (b) 符合创新或国际化活动的雇主公司的额外加分项。
Qualifying Criteria for a 5-year EP 5年期EP的资格标准
To qualify for a 5-year EP, applicants must be experienced tech professionals who meet the following criteria:

- fill specific tech occupations on the COMPASS Shortage Occupation List;
属于补充性评估框架(COMPASS)的短缺职业清单上的特定技术职业; - earn a fixed monthly salary of at least S$10,500; and
每月固定工资至少为 10,500 新元;以及 - pass COMPASS and score at least 10 points on the “Diversity” criterion.

It should be noted that older applicants need higher salaries to qualify for a 5-year EP. Under the COMPASS “Diversity” criterion, COMPASS awards more points to applications where the applicant’s nationality forms a small share of the firm’s professional, managerial, executive, and technical (“PMET”) employees. To score 10 points for the “Diversity” criterion, the share of the applicant’s nationality among the firm’s PMET employees must be between 5% to 25%. No points are earned if the firm is applying to bring in an applicant whose nationality forms 25% or more of the firm’s PMET employees.

Compared to the typical EP duration of two to three years, MOM believes that a longer EP duration will give greater certainty to experienced tech professionals as well as businesses in planning their workforce. Given that there is an acute shortage of tech talent globally, the longer EP duration will allow Singapore to anchor tech capabilities while developing a local pipeline.
